Pentagon: Russia’s victory in the war is worse than cluster bomb killings.
Asked about the humanitarian risks of using cluster munitions that Washington plans to provide to Kyiv, a senior Pentagon official said the worst thing for civilians in Ukraine would be for Russia to win the war.
