Islamabad :
The first session of the National Assembly will begin on Monday, May 9, following the formation of a coalition government led by Prime Minister Shahbaz Sharif following the successful session of the National Assembly in April and the success of the no-confidence motion.
Following the resignations of 123 Pakistan Tehreek-e-Insaf (PTI) lawmakers, National Assembly Speaker Raja Pervez Ashraf is facing challenges in activating the House.
According to parliamentary sources, the formation of the opposition has become a major issue for the coalition government after the formation of the government. The PTI has resigned with 123 members. The disqualification of deviant members will strengthen the case. According to the report, according to an official announcement made by the National Assembly Secretariat, President Arif Alvi has issued a summons under Article 54 (1) of the Constitution to convene a meeting of the Lower House at 4 pm on Monday. The agenda of the meeting will be released on
Sources said that the Speaker is likely to start the phase by confirming the resignations of the PTI members of the National Assembly, for which he will present the resigning members individually or in groups during the meeting. Sources in the National Assembly Secretariat have confirmed that most of the resignations submitted by PTI members of the National Assembly have not been handwritten and the same material has been written on the letterhead of the party.
He said that the staff of the Secretariat was also suspicious of the signatures of some members which were different from their signatures in the Assembly. The decision was announced at a meeting of the committee and before the election of the Prime Minister in the House on April 11, the party’s vice chairman Shah Mehmood Qureshi.
Meanwhile, former Deputy Speaker Qasim Suri, who was acting Speaker, immediately accepted his resignation and directed the Secretariat to issue a statement on April 14. What happened was that 123 members of the National Assembly have resigned from their seats by writing their resignation to the Speaker.
The notification signed by National Assembly Secretary Tahir Hussain announced that after submitting his resignation, his seats have become vacant under Article 64 (1) of the Constitution, which will be applicable from April 11 to Raja Pervez Ashraf. Another challenge is the appointment of the opposition. The PTI leadership is adamant that it will not return to the Assembly. In this situation they will face disqualification.
According to sources, a tug-of-war is going on among the deviant members of PTI for the post. According to the analysis of the composition of all the panels of both the Houses of Parliament, all the committees of the National Assembly are now incomplete. And more than 60 percent are without heads, either because of the resignations of PTI legislators or because of the inclusion of their chairmen in the federal cabinet. Also included are the China-Pakistan Economic Corridor and Parliamentary Committees on Kashmir. In addition, the Standing Committees on Finance and Revenue of both the Houses of Parliament do not have heads. There is only one month left.
Committees of both the Houses are known as Parliamentary Extensions because all the legislative and important issues that come up in the Houses are referred to the respective Committees for full discussion by all the concerned parties. Is required to submit its reports to any House within 60 days after which members of both houses vote on the bill.
Standing committees are formed in any house based on the position of the party and because the PTI was the ruling party, it had the highest representation in all the committees of the National Assembly after the resignations of the PTI members. Other Assembly committees without chairmen include aviation, interior, climate change, defense, information and broadcasting, economic affairs, energy, foreign affairs, housing and works, information technology and telecommunications, planning, states and border areas. On April 30, the speaker had written letters to the parliamentary leaders of all parties, including PTI chairman Imran Khan, asking them to forward their nominations for the formation of a parliamentary committee on electoral reform. Given the political situation, it is unlikely that the PTI will send nomination papers. On the other hand, constitutional experts say that if the Speaker of the National Assembly approves the resignations of the PTI on the basis of the resignations typed in the National Assembly, then the PML-N in Punjab will be in big trouble.
PTI Speaker will file another petition seeking annulment of Hamza Shahbaz’s election by challenging the acceptance of typed resignation of former Punjab Chief Minister Usman Bazdar on the basis of decision of National Assembly which shocked the PML-N. Gamahreen says that if the parliament is incomplete due to the absence of opposition in the National Assembly, then the court declaring the resignation of Usman Bazdar as unacceptable will have to wash its hands of the PML-N government in Punjab which will benefit the PTI.
