According to a White House statement, in order to address the national emergency in Afghanistan, it will release all assets and interests of Bank of Afghanistan DAB held in the United States by any US financial institution, including the Federal Reserve Bank of New York. These assets must be transferred to a consolidated account with the Federal Reserve Bank of New York.
Biden’s executive order states that he and his country are responsible for the unrest in Afghanistan: “Given the widespread humanitarian crisis in Afghanistan, including the urgent needs of the Afghan people for food security, livelihood support, water, health and well-being.” I have declared a national emergency in Afghanistan, shelter and housing, corona-related aid and the growing possibility of economic collapse in Afghanistan.
