Well, if we assume that our conjecture is correct and the world is on the verge of a new order, then all countries, including our Islamic Republic of Iran, have a duty to be present in this new order in the presence of hardware and software that can ensure the security of the country. “And to serve the interests of the country and the nation, not to be marginalized, not to lag behind.” What follows is a reflection on this part of the statement.
1. “Order” is the most important issue in the science of international relations. Basically, this science has been formed in its academic sense to study order on a regional and global scale, and in this context, to study the foreign behavior of countries. Explaining order and consequently disorder and prescribing strategies to move from disorder or undesirable and destructive order to desired order is a special function of the science of international relations. All theoretical approaches, from objectivism to subjectivism and from realism to critical theories, all seek to explain this order with their different methodologies.
۲. The order and structure of the international system has changed many times and has seen various states. These changes have caused some international relations scholars to provide a clear and common picture of these changes at the macro level of the international system by studying the process of these changes. Modelsky, Thompson and Organski are among these scientists. Modelsky outlines four basic phases in explaining the life process of the international system, which describes the rise and fall of the hegemonic actor in this theory; In Power Transition Theory, Organski sees the world order as a hierarchical order in which actors gain their position in the world order based on differences in the distribution of power. In this theory, a potential power is being formed; This potential power is on the path to actualization and growth; It experiences serious conflicts with the superior power and reaches maturity, and if it prevails, the phase of the decline of the superior power begins. This decline does not necessarily mean the collapse of a superior power, but rather an emphasis on reducing its level of power. The behavior of the actors in each of these stages follows the same general principles and rules.
