Hassan Salman, director of the Information Office of the Iraqi Independent High Electoral Commission (IHEC), stressed that the announcement of the preliminary results was due to the fact that the UNHCR was required by law to announce the preliminary results within 24 hours of the election.
He said that until the final results are announced, which will be announced after the complaints are determined, no results should be considered final. After counting the new votes, the results changed somewhat and this is very natural. The UNHCR is not affected by political pressure in any way.
Salman clarified that the voting process was without any disturbances and doubts and that no serious complaints about the voting process that led to the cancellation of the ballot box had reached the UNHCR.
He stressed that the UNHCR is required by law to count a ballot box manually at each polling station.
Salman added that no votes have disappeared and there are still 8,547 ballot boxes whose results should be added to the announced results.
